Horizon Recruitment is recruiting for a Strategic Sourcing Professional to support major infrastructure procurement and contracting initiatives. This role will develop sourcing and contracting strategies for complex capital projects, including delivery models that go beyond the traditional Design-Bid-Build approach. Working in a large, complex organization, this professional will guide procurement strategy, lead competitive sourcing processes, negotiate sophisticated agreements, and advise senior stakeholders on supply chain risks and market conditions. The role requires someone who can balance commercial objectives, public sector procurement requirements, and long-term supplier relationships.

Responsibilities

• Develop supply chain, sourcing, and contracting strategies for complex infrastructure and capital projects.
• Assess and recommend alternative project delivery and contracting models, including Early Contractor Involvement, Design-Build, Construction Management at Risk, and Public-Private Partnerships (PPP).
• Prepare clear contracting plans, procurement strategies, briefing materials, and recommendations for management and key stakeholders.
• Draft and tailor complex RFP, RFT, RFSQ, and multi-stage procurement documents.
• Develop vendor evaluation criteria, scoring methodologies, weightings, and performance measures.
• Lead cross-functional teams through proposal evaluations and supplier selection.
• Plan and lead complex commercial negotiations with large national and global suppliers.
• Manage contract and supplier issues while maintaining productive long-term relationships.
• Lead respondent debriefs following competitive procurement processes.
• Identify supply chain and contracting risks, assess their potential project impact, and recommend practical solutions.
• Research market conditions, supplier capabilities, and emerging supply risks to support procurement decisions.
• Provide subject matter expertise and advice on sourcing, contracting, category management, and procurement best practices.
• Build productive relationships with internal business partners, suppliers, management, and other stakeholders.
• Manage multiple large or complex procurement initiatives while meeting established deadlines and deliverables.

Requirements

• Minimum 10 years of experience in sourcing, category management, procurement, or a related supply chain discipline.
• Demonstrated experience developing contracting strategies and alternative delivery approaches for infrastructure projects.
• Strong knowledge of procurement models beyond traditional Design-Bid-Build, such as Early Contractor Involvement, Design-Build, Construction Management at Risk, and PPP.
• Experience preparing complex RFP, RFT, RFSQ, and other competitive procurement documents.
• Proven experience leading complex negotiations and resolving contractual or supplier issues.
• Experience with program management and contract management.
• Experience working in a large, complex organization with multiple stakeholders and strategic priorities.
• Experience with infrastructure capital project procurement is strongly preferred.
• Experience procuring for Canadian government organizations or utilities where applicable free trade agreements areincorporated into procurement policies and processes.
• Knowledge of public sector procurement practices and applicable procurement law.
• Strong communication, stakeholder management, negotiation, problem-solving, and facilitation skills.
• Ability to manage several complex projects, deadlines, and deliverables at the same time.
• Bachelor's degree in Supply Chain, Business, Economics, Finance, Accounting, or a related field, or equivalent education and experience.
• Supply Chain Management certification or additional education is an asset. Project Management, Change Management, Facilitation, or Communications training is also an asset.
• Advanced Microsoft Word, Excel, and PowerPoint skills, with strong professional written and spoken English.

Remuneration

• Contract opportunity with a maximum bill rate of $72 per hour, based on experience and qualifications.
