Horizon Recruitment is recruiting for a Senior Project Controls Consultant to support a major enterprise-wide ERP transformation program. Working closely with the Program Manager, PMO, finance, project managers, vendors, and system integrators, you will deliver accurate cost forecasting, executive reporting, governance, and performance insights that support informed decision-making throughout the project lifecycle. Responsibilities

• Develop and maintain project cost baselines, forecasts, work breakdown structures, milestone plans, and supporting project controls documentation.
• Monitor budgets, actual costs, commitments, accruals, forecasts, and estimate-at-completion throughout the project lifecycle.
• Perform detailed variance analysis and provide recommendations to address cost, schedule, and delivery risks.
• Consolidate financial, schedule, and delivery information across multiple workstreams, vendors, and project teams into a single, accurate program view.
• Prepare executive dashboards, financial reports, KPI summaries, and governance materials that clearly communicate project performance and key risks.
• Support budgeting, forecasting, month-end reporting, planning cycles, and governance reviews.
• Validate vendor and system integrator cost reporting, forecasts, and project controls submissions for accuracy and compliance.
• Maintain audit-ready documentation for budgets, forecasts, baseline changes, approvals, and governance decisions.
• Track project changes, financial impacts, delivery risks, milestone progress, and dependency management activities.
• Ensure project controls processes, reporting standards, and governance practices align with PMO and finance requirements.
• Facilitate project controls meetings, gather updates from stakeholders, and drive timely resolution of reporting gaps.
• Partner with project leadership to improve forecasting accuracy, delivery transparency, and overall program performance.

Requirements

• 15+ years of experience in project controls, cost management, project finance, forecasting, or project planning on large-scale programs.
• Experience supporting capital, ERP, IT, infrastructure, or business transformation programs valued at more than $50 million.
• Strong expertise in cost forecasting, budget management, variance analysis, accruals, commitments, estimate-at-completion, and financial reporting.
• Advanced knowledge of work breakdown structures, project scheduling, milestone management, dependency tracking, and governance processes.
• Experience working with Program Managers, PMOs, Finance teams, Project Managers, vendors, and system integrators.
• Advanced proficiency with Microsoft Excel, Power BI, Azure DevOps, Microsoft Project, OnePlan, Primavera P6, or similar enterprise project controls tools.
• Ability to analyze complex financial and project data and present meaningful recommendations to senior leadership.
• Excellent communication and stakeholder management skills.
• Strong analytical skills with exceptional attention to detail.
• Experience supporting Agile, Waterfall, or hybrid project delivery environments.
• ERP transformation experience, including Oracle Fusion, is considered an asset.
• PMP, AACE, PMI-SP, or a related project management or project controls certification is considered an asset.
