Horizon Recruitment is recruiting for an Interim Purchasing Manager to step into a key leadership role within a large, complex public sector organization. This is a temporary assignment has been created to ensure continuity of procurement operations cover an initial 3 month contract term.
This role is critical to maintaining effective sourcing, contract management, and vendor relationships across facilities and professional services.
The successful candidate will bring both leadership capability and hands - on procurement expertise, stepping in quickly to support ongoing projects and guide a unionized team.
Responsibilities
- Lead and support a small purchasing team, setting priorities and providing day-to-day direction
- Oversee competitive bidding processes across construction, capital equipment, and services
- Develop and review complex contracts, including professional services and facilities-related agreements
- Provide guidance on procurement strategy, risk, and contract structure
- Execute strategic sourcing initiatives when required to support team capacity
- Build and maintain strong relationships with vendors, contractors, and internal stakeholders
- Ensure compliance with public sector procurement policies and procedures
- Advise on RFP processes, evaluation methods, and contract negotiations
- Support procurement activities related to facilities services such as maintenance, catering, and security
- Drive process improvements to increase efficiency and reduce turnaround times
- Coach and mentor team members on procurement best practices
- Contribute to budget oversight, forecasting, and cost control
- Act as a delegate for senior leadership when required
Requirements
- 5+ years of progressive experience in procurement or strategic sourcing
- Bachelor’s degree in Business, Supply Chain, or a related field is preferred
- SCMP or similar certification is an asset
- Prior leadership experience, ideally managing or mentoring teams
- Strong knowledge of public sector procurement practices and competitive bidding processes
- Experience with contract development, negotiation, and vendor management
- Background supporting facilities, construction, or professional services categories is an asset
- Familiarity working in a unionized environment is preferred
- Ability to step into a role quickly and operate with minimal ramp-up
- Strong communication, stakeholder management, and problem-solving skills
Remuneration
- Competitive salary in the range of $110,000 - $125,000 annualized, with full benefits for the duration of the term.
