Horizon Recruitment is recruiting for a Manager, Project Procurement to lead procurement activities supporting a major project development portfolio.
This role plays a critical part in ensuring materials, equipment, and strategic partnerships are secured efficiently, safely, and in alignment with project objectives.
Working closely with project, engineering, and EPC teams, the successful candidate will drive procurement excellence, manage commercial risk, and help ensure project milestones are achieved through effective supply chain execution.
Responsibilities
- Lead the full procurement lifecycle for project-related goods, from sourcing strategy through contract award and execution.
- Ensure procurement policies, procedures, and governance requirements are consistently applied across all purchasing activities.
- Manage competitive bid processes, including RFP development, supplier evaluation, negotiation, and contract award.
- Negotiate commercial terms and conditions that balance business objectives, supplier relationships, and risk management considerations.
- Coordinate procurement activities with engineering, project controls, scheduling, and construction teams to support project readiness.
- Build and maintain strong supplier and stakeholder relationships while addressing performance issues and contract-related concerns.
- Oversee purchase order administration, change management processes, compliance monitoring, and deliverable tracking.
- Identify and mitigate commercial and contractual risks while providing guidance to internal stakeholders on procurement best practices.
- Conduct market analysis and supplier capability assessments to support sourcing strategies and decision-making.
- Collaborate with external service providers and contractors to ensure procurement activities align with overall project execution plans.
- Support ongoing enhancement and optimization of procurement processes and ERP systems.
- Deliver training and knowledge sharing initiatives related to procurement policies, systems, and procedures.
- Identify opportunities to improve safety, productivity, technology adoption, and cost efficiency across procurement activities.
- Lead and mentor procurement team members while fostering collaboration and accountability.
Requirements
- University degree in Supply Chain Management, Business, Commerce, Engineering, or a related discipline.
- Minimum 10 years of progressive experience in project procurement, and supply chain management.
- Demonstrated leadership experience managing procurement teams and cross-functional stakeholders.
- Strong experience negotiating and administering complex commercial contracts.
- Advanced knowledge of procurement processes, contract management, and supplier relationship management.
- Must have experience supporting large capital projects; mining, energy, infrastructure, or industrial project experience is considered an asset.
- SCMP, APICS, or similar professional designation is considered an asset.
- Strong understanding of commercial risk management and procurement governance.
- Experience working with ERP systems and procurement technology platforms.
- Advanced proficiency with Microsoft Office applications, particularly Excel, Word, and PowerPoint.
- Excellent communication, relationship-building, and stakeholder management skills.
- Proven ability to manage multiple priorities and deliver results in a dynamic project environment.
- Demonstrated commitment to workplace safety and safety leadership principles.
- Ability to think critically, solve complex problems, and make sound business decisions.
