Project Manager

Horizon Recruitment is recruiting for an experienced Project Manager to join a major project in British Columbia. This is an opportunity to play a key leadership role in advancing the project through feasibility studies, engineering, permitting, and future construction readiness. With the project moving to feasibility stage and preparing for its next major investment decisions, the team needs a Project Manager who can bring together engineering, technical, environmental, and regulatory priorities into one coordinated plan.

This is more than a traditional project management role. You will help connect the different teams, manage competing priorities, and ensure that permitting requirements and community commitments are reflected in engineering plans, schedules, and project decisions. Working closely with senior leadership, technical specialists, and external consultants, you will have significant influence on how the project moves forward. The position offers excellent exposure to major investment decisions, a collaborative owner side environment, and long term career growth as the project advances.

Responsibilities

  • Lead the integration of engineering, technical studies, environmental, and regulatory workstreams to keep project plans and priorities aligned.
  • Coordinate planning for the next feasibility stage, including project schedules, scopes of work, budgets, resources, and key deliverables.
  • Work closely with environmental and permitting teams to ensure regulatory requirements, Indigenous commitments, and community considerations are built into engineering and execution plans.
  • Support stage-gate approvals by preparing project updates, technical presentations, and decision materials for senior leadership and shareholder committees.
  • Manage engineering consultants, contractors, and external service providers to ensure quality, accountability, and timely delivery.
  • Identify and manage technical, commercial, regulatory, and schedule risks, working with project teams to develop practical solutions.
  • Contribute to contracting strategies, RFP development, and the selection and management of external partners.
  • Coordinate project interfaces and resolve gaps or competing priorities between technical disciplines and functional teams.
  • Support the development of project execution plans, engineering standards, reporting processes, and quality controls.
  • Build productive relationships across internal teams, project partners, and external stakeholders, creating alignment without relying on direct authority.
  • Help prepare the project for future development milestones, early works, and eventual construction activities.
  • Promote a collaborative, safety-focused culture that values sound judgment, continuous improvement, and responsible project development.

Requirements

  • Bachelor's degree in Engineering, Mining, or a related discipline.
  • 10+ years of progressive experience in mining technical studies, major project development, or large-scale capital projects.
  • P.Eng., PMP, MBA, or equivalent professional designation is preferred.
  • Proven experience leading multidisciplinary teams through pre-feasibility, feasibility, engineering, or project development stages.
  • Strong project management skills covering scope, scheduling, project controls, risk, contractor management, and coordination between disciplines.
  • Experience integrating engineering and technical requirements with environmental, permitting, regulatory, and stakeholder commitments.
  • Previous experience managing engineering consultants, contractors, and technical service providers on complex projects.
  • Strong commercial judgment and the ability to balance technical priorities with project costs, schedules, and investment objectives.
  • Excellent communication and relationship-building skills, with the ability to influence technical teams, senior executives, and project partners.
  • A collaborative, adaptable leadership style suited to a lean owner-side project team.
  • Experience with mining projects or major capital developments in remote environments.
  • Experience on major projects exceeding $3 billion in capital value is an asset.
  • Familiarity with project governance, stage-gate approvals, and executive reporting is an asset.
  • Valid Class 5 driver's licence and willingness to travel occasionally to remote project locations.

Remuneration

  • Base Salary: $160,000 - $170,000 base salary + competitive bonus and total rewards package.
