Horizon Recruitment is recruiting for a Procurement Specialist to support a large organization with sourcing and procurement initiatives across a wide range of operational and project needs. This role plays an important part in procurement processes while helping internal stakeholders secure the goods and services needed to achieve business objectives. The successful candidate will manage sourcing activities from strategy through contract award while ensuring compliance with public procurement policies and best practices.
Responsibilities
- Lead sourcing activities from planning through contract award.
- Recommend procurement strategies and appropriate sourcing approaches based on business needs and risk.
- Prepare and manage procurement documents, Supply Chain Strategies, and Contracting Plans.
- Evaluate supplier submissions and lead fair, transparent, and compliant procurement processes.
- Support contract negotiations, supplier selection, and contract awards.
- Identify sourcing risks and develop practical solutions that balance business, commercial, and legal considerations.
- Build strong working relationships with internal stakeholders, project teams, suppliers, and external partners.
- Monitor sourcing initiatives and provide regular status updates while escalating risks when needed.
- Support supplier relationship management and help resolve contract or supplier issues.
- Contribute to continuous improvement initiatives that enhance procurement processes and operational efficiency.
- Utilize ERP to support procurement and inventory purchasing activities.
- Ensure all procurement activities comply with public procurement policies and competitive bidding requirements.
Requirements
- Bachelor's degree in Business, Supply Chain, Engineering, Economics, Finance, or a related field, or an equivalent combination of education and experience.
- Minimum 5 years of procurement, sourcing, or category management experience in progressively responsible roles.
- Experience purchasing inventory using SAP preferred.
- Strong understanding of procurement processes and competitive bidding requirements.
- Knowledge of contract law and public sector procurement legislation.
- Experience preparing and managing RFI, RFP, RFQ, RFT, RFSQ, and related procurement documents.
- Experience posting and managing competitive opportunities through BC Bid.
- SCMP designation or an equivalent supply chain credential is preferred.
- Strong negotiation, stakeholder management, planning, and project management skills.
- Ability to work independently and apply sound judgment to solve complex sourcing challenges.
- Strong analytical and solution-oriented mindset.
- Advanced proficiency with Microsoft Word, Excel, and PowerPoint.
- Experience working with First Nations is considered an asset.
Remuneration
- $58/hr target rate
- 24 month contract term
