Horizon Recruitment is recruiting for a BC base client for an experienced Procurement and Contracts Specialist to support contract management and contractor performance. This role will help ensure complex service agreements are managed effectively, contractors meet their commitments, and projects are delivered on time and within budget. The successful candidates will work closely with project teams, procurement, finance, and external contractors to manage contracts from onboarding through execution and closeout. Responsibilities
- Manage medium to high complexity contracts throughout their lifecycle, ensuring compliance with commercial terms, internal policies, and project requirements.
- Coordinate contractor onboarding under newly executed Master Service Agreements (MSAs), ensuring all documentation, approvals, and system requirements are completed.
- Support project teams with contract interpretation, practical advice, and resolution of contractual issues.
- Prepare and manage formal contract correspondence, submittals, transmittals, and other key documentation.
- Monitor contractor performance, identify concerns, and work with stakeholders to resolve issues and improve service delivery.
- Lead contractor performance reviews, stewardship meetings, and improvement initiatives to strengthen accountability and supplier relationships.
- Identify and manage commercial risks, support negotiations, and help prevent contract claims and disputes.
- Prepare and process purchase requisitions, and invoice approvals in ERP.
- Coordinate contract amendments, change orders, and annual rate adjustments in line with contract terms.
- Integrate new contracts into existing portfolios, establishing clear reporting, governance, and administrative processes.
- Track contract spending, usage, and performance to support financial controls, budget compliance, and accurate reporting.
- Maintain complete and accurate contract records using SharePoint and other corporate systems.
Requirements
- Bachelor's degree in Business, Law, Economics, or a related field, or equivalent education and experience.
- Minimum 9 years of contract management experience, including administration of medium to high complexity commercial contracts.
- Construction project experience
- Strong experience managing contracts throughout their lifecycle, ideally involving installation, maintenance, or service contractors.
- Demonstrated ability to interpret contract terms, manage contractual obligations, and resolve commercial issues.
- Hands-on experience with SAP, including procurement, purchasing, invoicing, and payment processes.
- Experience using SharePoint or similar document management systems to maintain contract records and documentation.
- Proven ability to support internal stakeholders with contract guidance, issue resolution, and successful contract execution.
- Strong Microsoft Office skills, including Excel, Word, PowerPoint, Outlook, and Teams.
- Excellent written and verbal communication skills, including preparing professional contract correspondence and reports.
- Strong negotiation, conflict resolution, organization, and stakeholder management skills.
- Sound commercial judgment, attention to detail, and the ability to manage competing priorities.
Remuneration
- $70/hr contract rate
