Manager, Operational Risk

Horizon Recruitment is recruiting for a Senior Operational Risk Leader to strengthen and advance the enterprise Operational Risk program within a leading investment management organization. This role will provide strategic leadership across Operational Risk governance, Operational Resilience, and Business Continuity while helping the organization manage risk in a dynamic investment environment.

Working closely with senior leaders across investment operations, technology, compliance, and business functions, you will shape the evolution of the Operational Risk framework, influence key business decisions, and build a strong risk culture across the organization. Responsibilities

  • Lead the ongoing development and enhancement of the enterprise Operational Risk Management framework.
  • Provide oversight of Operational Risk governance, policies, standards, and reporting.
  • Guide the execution of Risk and Control Self-Assessments (RCSAs), targeted risk assessments, incident management, and Key Risk Indicator (KRI) programs.
  • Support the implementation and monitoring of risk appetite across business functions.
  • Deliver meaningful risk reporting and executive-level presentations that support informed decision making.
  • Lead the organization's Operational Resilience, Business Continuity Management, Disaster Recovery governance, crisis management, and resilience testing programs.
  • Partner with Information Security and Technology leaders to strengthen governance over technology and cyber risk while supporting enterprise resilience initiatives.
  • Oversee third-party and vendor risk governance, including due diligence, ongoing monitoring, outsourcing risk, and oversight of critical suppliers.
  • Ensure Operational Risk considerations are embedded throughout strategic initiatives, technology implementations, business transformation programs, and new fund launches.
  • Collaborate with internal Audit and Controls teams to support audit coordination, control testing, attestations, and continuous improvement of the control environment.
  • Build strong relationships with Portfolio Management, Investment Operations, Client Service, Middle Office, Back Office, Technology, Compliance, and senior leadership teams.
  • Lead, coach, mentor, and develop a team of Operational Risk professionals while providing strategic direction and performance leadership.
  • Champion continuous improvement initiatives that enhance governance, strengthen controls, and promote a proactive risk culture.

Requirements

  • 10+ years of experience in Operational Risk, Enterprise Risk Management, or a related governance function.
  • Experience within an investment management, asset management, institutional investing, pension investment, wealth management, or capital markets environment is strongly preferred.
  • Deep knowledge of Operational Risk frameworks, governance, incident management, risk assessments, Operational Resilience, Business Continuity, vendor risk, and internal controls.
  • Experience using enterprise GRC platforms such as Archer, ServiceNow IRM, MetricStream, or similar solutions.
  • Strong understanding of investment management operations, including portfolio management, investment operations, middle office, back office, and client service functions.
  • Working knowledge of investment compliance concepts such as investment guideline monitoring, portfolio compliance, restricted lists, pre-trade and post-trade compliance, rule coding, shareholder disclosure requirements, sanctions screening, and investment mandate oversight.
  • Demonstrated ability to influence senior stakeholders, challenge constructively, and drive organizational change.
  • Strong communication and relationship-building skills with the ability to collaborate across business, technology, audit, compliance, and risk functions.
  • Strategic mindset with a passion for improving governance, strengthening operational resilience, and implementing leading industry practices.
