Construction Officer

Horizon Recruitment is recruiting for Construction Officers to support the successful delivery of major utility infrastructure projects across Northern British Columbia. This role is responsible for coordinating and inspecting construction activities on substations, transmission lines, and hydroelectric facilities to ensure work is completed safely, efficiently, and in accordance with project requirements. The successful candidate will act as a key on-site representative, supporting contractors, resolving technical issues, and helping ensure projects are delivered on schedule and within budget.


Responsibilities

  • Inspect civil, electrical, and mechanical construction activities on utility infrastructure projects.
  • Monitor contractor performance to ensure work quality, safety, schedule, and cost expectations are achieved.
  • Conduct site inspections and verify compliance with engineering drawings, specifications, building codes, and safety regulations.
  • Perform and document Safe Work Observations while promoting a strong safety culture on site.
  • Coordinate testing, surveying, estimating, and commissioning activities to support project progress.
  • Review construction methods and identify potential risks, deficiencies, or opportunities for improvement.
  • Support contract and work order administration throughout the project lifecycle.
  • Track project progress and provide updates to project stakeholders.
  • Collaborate with contractors, consultants, and internal teams to resolve technical and construction-related issues.
  • Provide technical guidance and expertise on complex construction challenges.
  • Respond to inquiries from internal stakeholders, contractors, and third parties in a professional manner.
  • Assist with planning, scheduling, and cost monitoring activities.
  • Ensure accurate project documentation, reporting, and record keeping.
  • Support project execution in a variety of field conditions, including remote locations and challenging weather environments.

Requirements

  • National Diploma of Technology in Civil & Structural, Electrical Technology, or a related discipline, or equivalent trades/apprenticeship training.
  • Minimum 7 years of related construction experience.
  • Strong knowledge of construction methods related to substations, transmission lines, and hydroelectric facilities.
  • Demonstrated experience inspecting construction work and ensuring compliance with technical specifications and safety standards.
  • Strong understanding of engineering drawings, testing requirements, surveying practices, planning, and project costing.
  • Knowledge of contract administration principles and contract law.
  • Excellent knowledge of occupational health and safety standards, regulations, and safe work practices.
  • Strong leadership, communication, and interpersonal skills.
  • Proven ability to manage multiple priorities and meet project schedules.
  • Comfortable working in remote locations, adverse weather conditions, at heights, or underground when required.
  • Ability to work rotational schedules, including 14/7 and 5/2 shifts.
  • Valid Class 5 Driver’s License.
  • Driver’s Abstract in good standing.
  • Advanced English communication skills, both written and verbal.

Remuneration

  • $73/hr target rate
